§ 31.12 AIRPORT COMMISSION.
   (A)   Establishment and composition. An Airport Commission is hereby established. The Commission shall be composed of five members, who shall serve staggered three-year terms. Four members shall be residents of the city, and the fifth member shall be a resident of the political subdivision in which the airport is geographically located.
   (B)   Powers and duties. The Commission shall advise the Council in all matters dealing with the airport, and its operation. It shall recommend an annual operating budget, report on the adequacy of facilities, recommend capital improvements, and serve as a forum for others to express their views on subjects relating to the airport and its operation.
