(A) Establishment and composition. A Planning Commission is hereby established. The Commission shall be composed of five members who shall serve staggered three-year terms. The City Manager, by reason of his or her position, shall be an ex officio member, and shall act as Secretary of the Commission.
(B) Powers and duties. The Planning Commission shall have all the powers and duties defined or granted in the statutes and the city code relating to planning, zoning and subdivision regulation and shall act in an advisory capacity to the Council in all of those areas.
