An Electrical Department is hereby established. The Head of this Department shall be appointed by the City Manager and shall be the Electrical Superintendent. The municipal electric utility shall be under his or her direct supervision and control. It is also the duty of the Electrical Superintendent, on or before the date of the first regular Council meeting in each month, to file with the City Manager a report as to any recommendations as to repairs or improvements he or she deems advisable, together with a report of the activities of his or her Department during the preceding month. The Superintendent shall also make and file other reports as may be requested by the Council or City Manager.
