A Finance Department is hereby established. The head of this Department shall be the Finance Director. It is the duty of the Finance Director to maintain complete and accurate records as to all financial matters of the city. He or she shall be responsible for assisting the City Manager in drafting the annual budget and preparing the budgetary and financial reports as the Council or the City Manager may from time to time require.
