A Public Works Department is hereby established. The head of the Department shall be appointed by the City Manager and shall be the Public Works Director. The city sewer and water systems, storm sewers and drainage, streets, parks and the light and power plant and dam shall be under the direct supervision of the Public Works Director and he or she shall be responsible for and have custody of all property of the Department. It is also the duty of the Public Works Director, on or before the date of the first regular Council meeting in each month, to file with the City Manager a report as to any recommendations as to repairs or improvements he or she deems advisable, together with a report of the activities of his or her Department during the preceding month. The Director shall also make and file other reports as may be requested by the Council or City Manager.
