§ 30.13 FILING PETITION FOR LOCAL IMPROVEMENTS.
   No local improvement for which a petition is submitted shall be designed and constructed in the year in which the petition is received unless the petition is on file with the City Clerk prior to October 1 of the calendar year preceding the calendar year of the requested construction.
