2-6-4: MAYOR AS CHAIRMAN OF BOARD:
The Mayor shall be chairman of the Board of Health and shall have power to call the Board together at any and all times and in case of his absence, inability or refusal so to act, then the other members may call and hold meetings. Provided that the minutes of such meeting shall show the absence, inability or refusal of the chairman to call such meeting. (1959 Code)
