2-3-2: RULES AND REGULATIONS:
Immediately after the appointment of the members of the Recreation Commission they shall meet and organize by electing one of their members president and such other officers as may be necessary. The Commission shall have the power to adopt bylaws, rules and regulations for the proper conduct of the public parks and recreation in and for the City. Said bylaws, rules and regulations are subject to the approval of the Mayor and City Council.
The Recreation Commission shall provide conduct of and the supervision of public parks and public playgrounds, athletic fields, recreation centers, recreational facilities and other recreation activities on any of the properties owned or controlled by the City, or on other properties with the consent of the owners and occupants thereof. It shall have the power to conduct any form of recreation or cultural activities that will employ the leisure time of the people in a constructive and wholesome manner.
The Recreation Commission shall have the power to appoint or designate someone to act as Superintendent, who is trained and properly qualified for the work and such other personnel as the Commission deems proper, subject to the approval of the Mayor and City Council. (1959 Code)
