2-2-9: FEE FOR NONRESIDENT USE:
The City Council shall have the right to fix a fee for the use of the Grangeville Municipal Library by nonresidents. Such fee for nonresident use shall be as established in the master fee schedule. Such fee as now adopted, or as shall be hereafter amended, shall entitle the card holder to one full year of library use beginning on the date of issuance and continuing for one full year thereafter. Upon the purchase of such nonresident family library card, that family shall be entitled to use the Grangeville Municipal Library in the same manner as City residents might or could do. A library card shall bear on its face its expiration date and may be renewed for the next full year after payment of the fee as established in the master fee schedule. (Ord. 742, 10-22-2001; amd. The library staff shall maintain accurate records reflecting the issuance of each nonresident family library card as from time to time may be issued or renewed.
All receipts received by the library on account of such nonresident library card shall be kept by the City Clerk in the Library Fund pursuant to section 2-2-7 of this chapter.
A "nonresident" shall be defined as any person and his or her family maintaining his or her usual place of abode outside of the incorporated limits of the City. However, in the event such person living outside of the incorporated limits owns property within the City limits he or she would be considered a resident. It shall be the responsibility of any property owner claiming residency under this definition to provide adequate proof to the Library Director as to property ownership within the City.
