2-2-6: DONATIONS FOR LIBRARY:
All persons desirous of making donations of money, personal property, or real estate for the benefit of the library may vest title to the same in the City, to be controlled by the City Council, under the advice and recommendation of the Library Board.
   A.   Should any donation to the library, be specific as to how such donation should be used, the City Council shall be bound by those specific restrictions.
   B.   In the event a donation is granted to the library without specific directions, the same shall be separately accounted for in a fund to be known as the Library Memorial Fund. Such fund may be used by the City Council with the advice and recommendation of the board for the purchase of books, magazines, or equipment, or any other capital improvement other than items required for the normal operation of the library, and shall not be used for salaries.
