2-2-3: RULES; ELECT OFFICERS:
Said trustees shall immediately after their appointment, meet and organize, by the election of one of their members as president and by the election of such officers as they shall deem necessary. They shall make and adopt such rules, bylaws and regulations for their own guidance and for the government of the library and the reading room as may be expedient. The city council shall have the final control of the expenditures and all monies collected for the library fund, but the library board shall advise and recommend to the city council, which expenditures from time to time shall be appropriate and necessary for the care and custody of the library or any necessary function of the library.
The library board, subject to the approval of the city council may appoint a librarian and such other assistants as shall be deemed necessary and prescribe rules for their conduct. (Ord. 574, 5-7-1984)
