A. It is found and determined by the City that the general public necessity, convenience, health, safety, and welfare require that electrical or communication facilities be constructed in an orderly manner in accordance with the requirements specified in this chapter.
B. This chapter shall apply to everyone who owns electrical facilities or communication facilities, including but not limited to telephone and cable television facilities, within the corporate city limits. (Ord. 938, 10-7-2019)
