8-4-4: BILLING:
Billing for all public lighting charges shall be made by and all payments shall be paid to the office of the city clerk. Billings for public lighting services shall be billed to those persons receiving the bill for other city utility services pursuant to section 8-5-6 of this title, which generally requires billings be made to property owners, but subject to the transition times set forth in that section.
Billings for charges levied and assessed under the provisions of this chapter may be made monthly, quarterly, or at such other intervals as may be determined by resolution of the mayor and city council, and shall be fixed at such intervals as will correspond to the billings of the same improved real property for water, sewer, and sanitation services.
A failure to pay the public lighting charges shall be enforced by the city, the same as if this charge were a water service bill, and the remedy can be the suspension of water service to any particular residential property or improved real property as set forth in section 8-5-7 of this title.
