8-4-3: CHARGES:
Any person occupying improved real property within the city that is receiving independent water bills, pursuant to the ordinances of the city, shall be subject to the service charges for public lighting. The charges shall be included in the general utility bill as reflected by the records of the city clerk as a separate item, as is hereinafter set forth. Provided, however, that the costs of lighting to illuminate city parks and play fields shall be paid from the city recreation fund. Improved city property shall be subject to said fees and those fees shall be paid from the appropriate departmental budget and credited to the fund relating to lighting services. Public lighting charges shall be fixed and determined in sufficient amounts to pay the costs incurred for public lighting services from the Washington Water Power Company, the electrical utility for the city. The costs shall include electrical energy costs, billing expenses, replacement expenses, the costs of labor, services, and materials necessary to maintain the public lighting system within the city.
The public lighting costs shall be distributed on an equal basis among all improved real and residential property and be added to those particular properties that are receiving separate billings from the city clerk.
Such charges may be changed or amended by the city council from time to time, as determined necessary to finance these street lighting costs. Any changes or amendments to the service charges may be made and fixed by city council resolution. Three (3) copies of such resolution, duly certified by the city clerk, shall be kept on file in the office of the city clerk for use and examination by the public. Such amended fees shall not take effect until at least thirty (30) days after the adoption of a resolution addressing such charges. (Ord. 639, 4-6-1992)
