It shall be the purpose of this Chapter to protect trees throughout the City, and to regulate the trimming and maintenance of trees near the public rights of way, and to regulate the maintenance of trees within the public rights of way adjacent to private property, including the type of trees to be planted in the future, the care of those trees, disease control, which impliedly then protects the streets, sidewalks and curbs. All of said control is for purposes of furthering the aesthetics and beauty of the City while at the same time providing reasonable safety to members of the traveling public, and reasonable care of improvements.
