It shall be the duty of the person who shall be employed by the City Council for such purposes, to assign a number to each and every tract, piece and parcel of land within the limits of the City, and to make a plot of all streets of the City on which the numbers so assigned shall be shown and when said plat and schedule of numbers have been made the same shall be filed with the City Clerk for a permanent record, and it shall be the duty of the City Clerk to furnish the owner or occupant of any premises bearing a number in accordance herewith, a certificate designating such number.
