It shall be unlawful and a misdemeanor for any person who is a) the owner of a junk motor vehicle or personal property, or b) the owner or occupant of the real estate on which said vehicle or personal property is situated, or c) the person who placed or abandoned said junk vehicle or personal property on such property, to fail or refuse to remove, or refuse to abate such nuisance, when ordered to do so in accordance with the provisions of this Chapter.
