(A) At the end of the swimming season, or whenever the pool is not in active use, the pool water shall be shall be treated, altered, maintained, or drained so as to prevent the development of unsanitary conditions.
(B) Any swimming pool or juvenile pool which contains stagnant water which has become or is likely to become foul, putrid, offensive, or detrimental to the health and comfort of persons residing in the vicinity thereof, or which presents an opportunity for mosquitos to breed, is hereby declared a nuisance.
