(A) No person shall plant or maintain any tree or other plant on a street right-of-way which hinders, obstructs, or endangers the passage of persons or vehicles on a street, or the passage of persons on sidewalks, or in any way obstructs or interferes with the view of any traffic-control sign or signal or with the illumination of any street light.
(B) No person shall plant a tree within three feet of the edge of the pavement of any street.
(C) No person shall plant any species of tree upon a street right-of-way which is prone to disease, which bears fruit, or which can be expected to reach more than 50 feet in height at maturity.
