The Mayor may, with notice to either the President of Council or the City Attorney, appoint one or more persons to examine into the affairs and condition of any department or the conduct of any employee of the City. In furtherance of an investigation, the Mayor shall have the power to compel the attendance of witnesses, the production of books, papers, records, and other evidence, and to hold witnesses in contempt, as may be provided by law.
