If the Health Commissioner, or his authorized representative, determines the animal to be a vicious or dangerous animal, he may order the following:
(a) Destruction of the animal by a suitable and humane method at the expense of the owner(s); or
(b) Permanent confinement, or other suitable control, of the animal under any conditions determined to be sufficient to protect the public and/or other domestic animal(s); or
(c) Immediate and permanent removal from the City of Grandview Heights.
