The purchaser or recipient of an article described in Section 711.01 shall prepare and deliver each week to the Chief of Police a written or electronically stored and e-mailed copy from the daily register required by Section 711.02(b) containing a complete description of each article purchased, exchanged or received during the requested period, the date each purchase, receipt or exchange was made, and a description as to name, address, and license number of the automobile of the person from whom it was purchased.
