No existing building or premises devoted to a use not permitted by this chapter in the district in which such building or premises is located, except when required to do so by law or ordinance, shall be enlarged, extended, reconstructed or structurally altered, unless such use is changed to one permitted in the district in which such building or premises is located; provided, however, that during the ten-year period immediately following the passage of this chapter, nonconforming industrial uses in the E Industrial District may be extended or enlarged by not to exceed a 50% increase in the cubical contents of the building; and further provided, that all height and area regulations be observed in any such extension.
