All licenses shall be for the term of one year and shall expire on the April 30 following their issue. The license fee shall be paid in full when an application is filed; provided that, for any license issued on or after May first or November first of any calendar year, the license fee from the date of issue to the next succeeding November 1 or May 1, respectively, shall be pro-rated, but there shall be no further fractional division of license fees.
