(A) All containers for garbage, refuse, and other solid waste shall be water-tight made of metal, plastic, rubber, or other similar material of a durable and nonabsorbent nature and shall have covers or lids which securely fasten to the container.
(B) All containers used for garbage, except approved dumpsters, shall have a capacity of not less than five gallons nor more than 30 gallons and shall be provided with suitable handles.
