§ 93.14 NUISANCE CONDITIONS PROHIBITED.
   (A)   No person shall keep or harbor any animal in the village so as to create offensive odors, excessive noise, or unsanitary conditions which are a menace to the health, comfort, or safety of the public.
   (B)   Digging, urinating, or defecating by any animal on any public property or private property in the village is hereby declared to be a nuisance. No owner, keeper, or person having custody or charge of any animal shall permit such nuisance on any public property or private property other than the lot and land where the owner, keeper, or person having custody or charge of the animal resides, with the following exceptions.
      (1)   The above restriction shall not apply to private property onto which the owner, keeper, or person having custody or charge of any animal has the permission of the owner or resident to walk the animal.
      (2)   The animal owner, keeper, or person having custody, charge, or control of the animal shall immediately remove all feces deposited by the animal and dispose of the same in a sanitary manner.
