There is hereby established in and for the Village an Architectural Review Committee which shall consist of three members, each to serve for two years. One member of the Committee shall be appointed by the Mayor, one member shall be appointed by Council and one member shall be appointed by the Planning Commission. The member appointed by the Planning Commission may or may not be a member of the present Commission, at the discretion of the members of such Commission. No one member of the Committee shall have a greater weight or voice than the other two, and each member shall serve at the pleasure of his or her appointing authority.

Upon confirmation of their appointments, the members of the Architectural Review Committee shall meet, organize, elect one member as Chairperson and create Committee bylaws which shall then be submitted to Council for approval. The Committee shall then consider plans for residential construction in the Village, with attention directed to external plans only. It shall not pass upon matters of zoning or compliance with the Building and Housing Code, but shall direct its attention toward the end that diversification of exterior designs shall be encouraged in all housing developments and that identical external designs shall not be permitted between adjacent residential homes.
