Upon certification to the County Board of Elections of any Charter amendment, whether proposed by a duly appointed and acting Charter Review Commission, by action of Council or by the initiative of the people, the full text of the proposed Charter amendment shall be published once a week for not less than two consecutive weeks in a newspaper of general circulation in the Village. The first publication shall be at least fifteen days prior to the election at which the amendment is to be submitted to the electors.
