(a) The Superintendent shall make and enforce rules and regulations subject to approval of Council, establishing the types and characteristics of sanitary sewage and industrial wastes and other matter, not specifically covered in this chapter, which shall not be discharged into the Village sewerage system and the types and characteristics of sanitary sewage and industrial wastes admissible to the Village sewerage and industrial wastes admissible to the Village sewage system only after pretreatment. Such rules and regulations shall be subject to appeal to the Council.
(b) The Superintendent and other duly authorized employees of the Village bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling, and testing in accordance with the provisions of this chapter.
