1042.03   CONNECTIONS OUTSIDE VILLAGE.
   (a)   No connections to the water utility system of the Village will be permitted outside the Village that are not presently in actual use.
   (b)   Any potential water utility users presently outside the Village may obtain water service only through annexation of their property to the Village.
