1042.02   TAPPING OF WATER MAINS; INSTALLATION OF WATER LINES.
   (a)   No person, except a licensed plumber approved by the Village, or an employee of the Water Department, shall be permitted to tap any water main under the control of the Village or to install service therefrom to a meter for the furnishing of water.
   (b)   No person, except such a licensed plumber or employee of the Department, shall turn on or shut off water at the valves provided by the Village for such purpose.
   (c)   No trench in which a water line is connected with the water system of the Village shall be backfilled until the installation of the water line therein has been inspected by the Operator of the Water Supply Utility by a duly authorized employee of the Village or by a licensed plumber appointed by the Village.
   (d)   In the installation of a water line from the curb box to the meter, only new pipe inspected by a licensed plumber appointed by the Village or a duly authorized employee of the Department shall be used, and only copper pipe or plastic pipe, as approved by the Village Administrator, shall be used for such purpose.

   (e)   From and after the effective date of this subsection (Ordinance 86-071, passed April 15, 1986), all private lateral water lines from a structure on private property to the Municipal water line in the public right of way shall be constructed of plastic or copper material in accordance with plans and specifications which shall be promulgated by the Village Administrator and available to all property owners and contractors.
   (f)   The Village Administrator shall forthwith undertake the preparation of the specifications for water line construction as set forth in subsection (e) hereof.
