1026.21   ASSESSMENT OF COSTS UPON FAILURE TO PAY.
   The Mayor shall report to Council any such bills remaining unpaid after the thirty-day period, whereupon Council may, by ordinance, levy the amount thereof, plus a penalty of five percent, as a special assessment against the parcel of land upon which the tree making such work necessary was located. Such assessment shall be payable, in cash, within thirty days of the passage of such ordinance, or otherwise within one year, and shall be certified to the County Auditor and collected as other taxes. Such assessing ordinance shall be published for two consecutive weeks by posting copies of such ordinance in the Village Hall. No other notice need be given except as hereinbefore provided in this chapter, and no other proceedings need be taken to make such levy a valid assessment and lien against such parcel of land.
