816.03   LICENSE APPLICATION AND ISSUANCE.
   (a)   An application for a license to operate and maintain a junk yard or for a renewal thereof shall be made in writing, accompanied by the proper fee, to Council, setting forth:
      (1)   The name and address of the applicant;
      (2)   The location of the junk yard;
      (3)   If the applicant is a firm, partnership or association, the names and addresses of each member;
      (4)   If the applicant is a corporation, the date and place of incorporation and the names and addresses of its officers and directors; and
      (5)   Such other reasonable information as Council deems necessary.
   The application shall be signed and sworn to by the applicant.
   (b)   All licenses shall be issued by the Mayor upon payment of the requisite fee and satisfaction of all other requirements provided in this chapter.
   (c)   No license shall be issued unless Council is satisfied as to the good character of the applicant, or if the applicant is an agent, the good character of the agent and the firm, person or corporation represented, and unless Council is satisfied that the place of storage is a proper one and will not in any way be harmful or detrimental to the health and welfare of the residents of the Village.
