816.02   LICENSE REQUIRED; FEES; REVOCATION.
   (a)   No person shall operate or maintain a junk yard in the Village or engage in the business of soliciting the sale or purchase of rags, papers, scrap iron, metal, junk or rubbish and refuse of any kind or description, or of collecting the same, in the Village, unless he or she first obtains a license therefor.
   (b)   The fee for such license is five hundred dollars ($500.00). All such licenses shall expire on the January 1 following the date of issuance. A license may be renewed from year to year upon paying the Clerk-Treasurer the sum of five hundred dollars ($500.00) for each renewal. All fees paid under this chapter shall be for the use of the Village.
   (c)   Any license or renewal thereof issued under this chapter may be revoked by Council, after reasonable notice and an opportunity to be heard, for a violation of this chapter by the licensee or by any of his or her officers, agents or employees. Whenever a license has been revoked, Council shall not issue another license to such licensee, to the husband or wife of such licensee or to any partnership or corporation of which he or she is an officer or member until the expiration of at least one year from the date of such revocation.
