§ 53.106 RATES ESTABLISHED.
   (A)   The City Council has the power and authority to fix the rates to be charged for the usage of the city sewer line. All fees shall be on file for public inspection at the office of the City Clerk. The Public Works Division shall bill the customers and collect all money received by the city on the account of the Sewer Department. The Division shall fully account for and pay to the City Treasurer all revenue collected by it, taking as its receipt therefor and duplicate, filing one with the City Clerk and keeping the other on file in the Sewer Department official's records.
   (B)   The city shall, from time to time, recommend rates to be charged to the customers of the city's Water and Sewer Departments. The Council shall approve the rates recommended before the city shall put them into effect. Upon approval of these rates by the City Council, the rates shall be placed on file with the City Clerk.
