Before commencement of construction of a private sewage disposal system for anything other than a single residential dwelling, the owner shall obtain written approval of plans, specifications and necessary operational permits from the State Department of Environmental Quality. A copy of approved plans, specifications, and operational permit shall be submitted to the City Administrator for application of a permit. A permit and inspection fee shall be paid to the city at the time the application is filed in an amount established by resolution of the City Council.
