Before commencement of construction of a private sewage disposal system for a single residential dwelling, the owner shall first obtain a written permit signed by the City Administrator. The application for the permit shall be made on a form furnished by the city, which the applicant shall supply plans, materials utilized, soil seepage rates, and other information as deemed necessary by the City Administrator. A permit and inspection fee shall be paid to the city at the time the application is filed in an amount established by resolution by the City Council.
