The owner or occupant of every residential, commercial, industrial, and governmental building or premises serviced by the city solid waste collection and disposal service shall use only enclosed containers for the keeping and storage for collection of solid waste, garbage, refuse, or rubbish, which containers are provided by the franchisees.
