(A) Except as may be otherwise provided, the proceedings of the City Council shall be controlled by the Robert’s Rules of Order, Modern Edition.
(B) The City Administrator and/or officer designated by City Council shall act as parliamentarian.
(C) To the extent Robert's Rules require a physical presence of the Council for purposes of constituting a quorum, such requirement is waived so long as the Council maintains a quorum under § 31.065. Further, to the extent Robert's Rules or any other procedural rules, procedures or regulations conflict with any other provision of this code, the provisions of the code shall be controlling in all instances.
