§ 31.065 QUORUM, LACK THEREOF; TIE VOTE.
   (A)   A simple majority of the total membership of Council shall constitute a quorum for the conduct of any business at a meeting. A Council member present but disqualified from voting on a question by state law due to a conflict of interest shall not be counted for the purpose of a quorum. If a quorum fails to appear within 15 minutes after the hour appointed for a Council meeting, no member shall be required to attend longer.
   (B)   If, in the vote the Council shall be equally divided, the question shall be decided in the negative.
