All equipment, fixtures and properties located or maintained to utilities pursuant to the terms of this chapter in the public streets or public properties or public rights-of-way of the city, shall be so located as to minimize interference with other structures and to minimize interference with the rights of private properties adjoining any of the public streets or public properties or public rights-of-way.
