The city specifically reserves the right to enact or modify restrictions or regulations affecting the erection and maintenance of poles, wires, pipes, cables, underground conduits, manholes and other appurtenances in, over and under the streets and public properties of the city, as the city may deem proper from time to time, including the relocation of same, all in accordance with applicable laws and regulations.
