This chapter does not grant a permanent and irrevocable right to any utility to use the public streets, public property and public rights-of-way of the city. The city expressly reserves the right to cancel the privileges granted hereunder and refund the unearned rental charges paid to the city at any time and upon 90 days written notice to users of the public streets, public property and public rights-of-way.
