For the purpose of this chapter, the following definitions shall apply unless the context indicates or requires a different meaning.
PERSON. As defined in § 10.03, except, however, the state, city and their departments and agencies.
UTILITY. Any person providing telegraph, telephone, electric, gas, cable television, sewer or water services within the city or to its inhabitants, with fixtures in the public streets, public properties or public rights-of-way. This definition is to be nonexclusive of other activities.
