No person shall engage or participate in, aid, form or start any parade, event, block party, performance or filming unless a permit is obtained from the City Administrator. This section shall not apply to the following:
(A) Funeral processions supervised by a licensed mortuary;
(B) Picketing as permitted by city ordinance; or
(C) A parade, event or performance hosted or sponsored by the city including the Recreation
Department.
