A police officer finding any vehicle parked or standing in violation of any city ordinance or state law may, in lieu of immediately issuing a summons to its owner or driver, affix in a conspicuous place on the vehicle a traffic citation requiring the owner or driver to post a specified bond within ten days at a specified location within the city.
