The owner of each vehicle licensed as a taxicab or other public car shall obtain and cause to be affixed to the rear of the vehicle in a conspicuous place, a metal plate to be furnished by the city, which plate shall have on it words “Public Car” and the public car license number and be of substantially similar design as, but of a different color from, the state license plate, and the color of the plate to be changed annually.
