§ 70.23 OBSTRUCTION BY TREES AND SHRUBS.
   (A)   It shall be unlawful to plant, place or cause to grow any tree or shrub on any roadway or street right-of-way, or in any area between a sidewalk and a curb of the street or roadway within the city, except as authorized by the city. Furthermore, the City Council is authorized to order the removal of any tree or shrub growing in the areas upon a determination by the Chief of Police that the tree or shrub is hazardous to traffic.
   (B)   Every bush, tree, plant or other article which obstructs clear view of traffic is hereby declared to be a public nuisance, and the Director of Streets and Sanitation is hereby empowered and directed to remove or trim the same to alleviate the nuisance, without notice.
