The Chief of Police, with the approval of the City Administrator, shall have authority to make, promulgate and enforce special or emergency traffic regulations, including the designation of one-way streets, dangerous intersections where traffic shall be required to slow or stop, school zones, safety zones, parking meter zones and regulations as to parking, non-parking and time limits for parking and cause to be erected or placed signs, signals and other traffic control devices and restrict parking for the purpose of enforcing the same. Any person failing or refusing to obey any regulation shall be guilty of a misdemeanor.
