§ 31.091 MEETINGS AND PUBLIC PARTICIPATION.
   (A)   A quorum of any city board or commission shall mean a simple majority of the total membership of each board or commission.
   (B)   Members of any city board or commission may attend any regular, special, or emergency meeting by telephonic or other electronic means, and shall be considered present for all purposes, if the meeting has been properly noticed, and all members and members of the public can hear the public proceedings and be heard. Any number of members, including all, may attend telephonically or by other electronic means. Members in attendance by telephonic or other electronic means shall have all rights, including, but not limited to, the right to make motions, second motions, and discuss and vote on all matters under consideration by such board or commission.
   (C)   Any public participation required by any city board or commission may be held electronically under the procedures applicable to Council in § 31.089, mutatis mutandis.
   (D)   To the extent permitted by law, all procedural rules of any city board or commission shall be revised or shall be deemed revised by the terms hereof.
